Business and Technical Assistance

Connecticut Business and Industry Association (CBIA)
The broadest-based business membership organization in Connecticut, CBIA works at the State Capitol as a general business advocate, encouraging business expansions, start-ups and relocations. CBIA offers its more than 10,000 members the information and training necessary to comply with state and federal regulations, as well as products and services to stay competitive, including employee health and benefit and group purchasing programs.

Connecticut Department of Economic and Community Development (DECD)
The Department of Economic and Community Development is the state's lead agency for the development and implementation of policies, strategies and programs designed to attract and retain businesses and jobs, revitalize neighborhoods and communities, ensure quality housing and foster appropriate development in Connecticut's towns and cities.

  • Aerospace and Defense Initiative Program assists companies in the introduction or continuation of lean manufacturing techniques within their organizations.


  • Biodiesel Production and Distribution Grant Program offers incentives to producers of bio-diesel, as well as providing capital grants to individual businesses for purchasing equipment, or constructing, modifying or retrofitting costs to production facilities or storage and distribution facilities.


  • Economic Development and Manufacturing Assistance provides loans and loan guarantees to businesses for job retention or expansion, including funding and tax credits for new machinery or equipment, acquisition of real property, infrastructure improvements, and renovation or expansion of facilities.


  • Export Assistance provides Connecticut companies entering the global market with information, including foreign market analysis, international trade and market data, and export statistics.


  • Insurance Reinvestment Fund Credit offers tax credits for investments made in Connecticut companies in the insurance business or providing services to insurance companies.

  • DECD Research Services offer economic and demographic information about the State of Connecticut, its towns and regions.


  • Small Business Assistance helps small businesses secure financing, entrepreneurial training and contract opportunities.


  • Small Business Incubator Program (SBIP) provides grants to help defray the financial costs of maintaining and growing small, start-up technology-based businesses housed in incubator facilities.


  • Small Cities Community Development Block Grant Program provides annual grants to eligible municipalities on a competitive basis.


  • Urban and Industrial Sites Reinvestment Tax Credit Program provides tax credits up to 100% of an investment made by an eligible investor in an urban or industrial site development project.

Connecticut Development Authority (CDA)
CDA provides debt financing and investment capital to help businesses grow in Connecticut. CDA’s programs focus on stimulating business investment and employment, rejuvenating environmentally contaminated commercial and industrial properties, encouraging the expansion of technology intensive industries, increasing state and local tax revenues, creating economically vibrant urban communities and enhancing the state's industrial and economic base.

Connecticut Economic Resource Center (CERC)
CERC provides its clients with a vast array of research, marketing and economic development services—from strategic planning, data gathering and communications to outreach, site selection and business assistance.
  • Connecticut's Business Response Center (BRC)
    Managed by CERC, the Business Response Center uses extensive databases to provide businesses with information on public and private resources, including licensing, financing, job training, recruiting, exporting, real estate, business counseling, demographics, media resources, government programs and more. Services are free.

Metro Hartford Alliance
An organization of 1,000 businesses, education and health care institutions and municipalities, The Metro Hartford Alliance ensures that the Region competes aggressively for jobs, capital and talent. The Alliance supports pro-growth legislation, helps local companies expand, assists start-ups, encourages government investment in key infrastructure assets, develops programs for young professionals, and recruits companies from out of state to build a presence in the Region.

Through its Metro-Hartford International Business Center, the organization also assists foreign companies entering or expanding in the Connecticut market, and helps Hartford-region companies expand their businesses internationally with exports, strategic alliances and technology licensing.


You Belong in Connecticut
The state's umbrella slogan for economic development outreach, You Belong in Connecticut encompasses a range of efforts promoting Connecticut's retention of well-educated and skilled workers, as well as the recruitment and expansion of businesses. You Belong in Connecticut is managed by the Department of Economic and Community Development.

Through collaboration with industry, academia and government, CCAT provides services and resources to help technology-focused businesses innovate. CCAT's areas of expertise include aerospace leadership, energy, education, manufacturing & supply chain initiatives.

Connecticut Economic Development Association (CEDAS)
A not-for profit organization, CEDAS facilitates communication among economic developers, private-sector businesses and educators by providing a forum for networking and information exchange.

Connecticut Innovations, Inc. (CI)
CI provides strategic capital and operational insight to fund such growth-promising, high-tech industries as energy, biotechnology, information technology, and photonics.

Connecticut Licensing Information Center (CLIC)
The state’s online licensing center provides information and streamlined processes for obtaining licenses, registrations and permits.

Connecticut State Technology Extension Program (CONNSTEP)
CONNSTEP offers engineering and technical support to small and mid-sized manufacturing firms.

Connecticut Technology Council (CTC)
The Connecticut Technology Council is a statewide association of technology-oriented companies and institutions, providing leadership in areas of policy advocacy, community building and assistance for growing companies.

Connecticut Venture Group (CVG)
CVC assists the development of high-growth enterprises by promoting capital formation in Connecticut. With chapters in Hartford, New Haven and Stamford, the organization produces technology-focused seminars and expositions, updates on financing and market trends, university tech transfer conferences, and the annual Crossroads Venture Fair.

Connecticut World Trade Association (CWTA)
CWTA facilitates two-way international trade by providing Connecticut manufacturers and service firms with contacts, information, programs and services via its network of 336 associations and 750,000 members in 93 countries.

CURE - The Center of Connecticut's BioScience Cluster
CURE is an educational organization and trade association that fosters connections among pharmaceutical companies, biotech firms, colleges and universities, and firms that help core members do business, especially R&D.

Department of Labor (DOL)
DOL provides a full range of employment and training services to help Connecticut workers and employers become competitive in the global economy.

Export Assistance Program
Developed by Connecticut’s Department of Economic and Community Development (DECD) and the U.S. Department of Commerce (USDOC) Middletown Export Assistance Center, this unique trade partnership program provides qualified small- and medium-size Connecticut firms with a variety of export promotion programs and services. Eligible companies can tap market research resources, schedule appointments, and advertise through USDOC services, as well as gain access to the USDOC’s extensive network of commercial staff in U.S. embassies and consulates in 80 countries around the world.

Greater Hartford Business Development Center, Inc. (GHBDC)
GHBDC works in tandem with The Hartford Economic Development Corporation (HEDCo) to stimulate economic development in the Hartford metropolitan area by collaborating with concerned public and private organizations to help start, finance, retain and recruit small businesses within the region's core city, Hartford, and its 57 surrounding cities and towns.

Institute of Technology & Business Development (ITBD)
Central Connecticut State University's Institute of Technology and Business Development (ITBD) supports Connecticut businesses and business-related organizations with training, technology assistance, conferencing services, procurement services and business incubation. Combining the expertise of a professional staff, academic experts, private sector advisors, and government resources, ITBD turns ideas into ventures, aids the growth of existing businesses, and helps Connecticut's business community succeed in today's challenging domestic and international market.

Manufacturing Alliance of Connecticut (MAC)
MAC works as a liaison between state government and Connecticut manufacturers to preserve, promote and protect manufacturing in Connecticut, and is at the forefront of group purchasing to increase the profitability of its members.

New England Trade Adjustment Assistance Center (NETAAC)
NETAAC aids eligible manufacturers who are losing business to foreign competitors. Financial assistance is provided to program participants through private, cost-shared consulting services in such areas as manufacturing, marketing and sales, financial and general management and information technology. Participants are able to tailor their own assistance packages to meet specific company and industry needs.

North Central Connecticut Chamber of Commerce (NCCCC)
NCCCC provides advocacy, services and business development opportunities that increase the profitability of its members and promote prosperity in the north central Connecticut area.

Procurement Technology Assistance Program (PTAP)
PTAP offers marketing assistance to Connecticut businesses that sell or wish to sell products and services to federal, state and local government.

The Connecticut Small Business Development Centers (SBDC)
SBDC provides small business owners throughout the state with confidential, one-on-one business counseling services.

Technical Innovation Center, Inc (TIC)
Using the TRIZ algorithmic problem-solving methodology, TIC provides training and consulting to help manufacturers overcome technical problems.

Town of Enfield Economic Development Department
Working to promote enterprise in Enfield, the town offers local businesses the benefit of one-on-one assistance. Account executives are assigned to companies, and as principal points of contact, coordinate a variety of services and resources for the businesses, including information on markets and demographics, financing and economic incentives, and training and workforce development programs. Account executives also serve as a liaison between companies and federal, state and regional government agencies, and provide personal assistance through public approval processes.

Turnaround Management Assistance (TMA)–Connecticut Corporate Revitalization Program
This international nonprofit association is dedicated to the development of a stronger economy through the restoration of corporate value. TMA's Connecticut Chapter membership is comprised of professionals from all segments of the corporate renewal industry, associates in government fields, academicians and students.

University of Connecticut Tech-Knowledge Portal (TKP)
A U.S. Economic Development Administration funded University Center program, TKP closes the gap between discovery and commercialization by supporting companies and entrepreneurs interested in accessing University of Connecticut technology, available for licensing through our tech transfer office, and by helping to integrate that technology into their plans. The Portal also works with existing companies that want to access the university’s capabilities, build new business units, or launch new tech-based products.
